Your brain knows that light changes throughout the day (yellow sunlight, blue shade). To keep the world consistent, it attempts to "subtract" the color of the light source to determine the true color of objects.
In this illusion, the overall cyan tint forces your brain to overcompensate. It assumes the greyish pixels must be reflecting red light to appear that way under cyan illumination.
