This is the Kinetic Depth Effect. Our brains are optimistic—they assume the world is 3D. When pixels change in a consistent pattern (even randomly generated ones), the brain interprets those changes as the displacement of a solid object rotating in space.

Change the Intensity to adjust the "ghosting" of the mask. High intensity makes the rotation obvious; low intensity relies entirely on your brain integrating the shifting noise to find the structure.
